The theme of this webinar is “Maximizing AAIG Partnerships in Work-based Learning for Future-ready Graduates”. The webinar will also be hosted by the UST Office of the Vice Rector for Academic Affairs.

The Ƶapp, through the UST Graduate School (GS) and the Center for Continuing Professional Education and Development (UST-CCPED), launched two training manuals on community engagement and organizing, and on student affairs and services on June 16, 2021.

Funded by the Commission on Higher Education (CHEd), the two manuals were products of the Simbahayan Certificate Course in Community Engagement and Organizing program and the Philippine Association of Practitioners of Student Affairs and Services-UST Student Affairs and Services Continuing Development program. The manuals aim to serve as a guide to the administrators and practitioners in the higher education institutions on services delivered by HEIs, as well as interested readers who are willing to learn more about the two learning areas.

Community Engagement and Organizing
On the one hand, the book entitled “Journeying with Communities: A Community Engagement and Organizing Handbook for University Extension Workers” is a training manual that will guide the extension workers tasked to support the partner communities build, establish, and sustain their community life and livelihood through various means.

“Journeying with Communities: A Community Engagement and Organizing Handbook for University Extension Workers highlights the public and social mission of higher education through community engagement,” said the lead author Prof. Mark Anthony D. Abenir, DSD of the Development Studies Program of the Ateneo de Manila University.

“The unique contribution of this handbook is that it specifically situates HEI community engagement within the unique historical context of the Philippines, thus adding a Philippine voice in the literature of community-engaged scholarship. It also provides activity exercises and case studies where readers can situate themselves and apply the theories, concepts, and tools that they have learned so that they can enhance the community engagement programs, and the projects of respective colleges and universities,” Abenir added. Joining Abenir, who used to head UST’s community development office, in authoring the manual were Simbahayan Community Development Office Director Froilan A. Alipao, MCD, Assistant Registrar Melanie D. Turingan, PhD, and Simbahayan staff Abegail Martha Abelardo, MA.

Meanwhile, CCPED Director Assoc. Prof. Jocelyn F. Agcaoili, MHPEd, MSPT highlighted that the Simbahayan Certificate Course in Community Engagement and Organizing helped 60 community extension workers from 30 higher educational institution and produced 3 research papers that were represented in various fora.

Manual on Student Affairs and Services
On the other hand, the book entitled “PAPSAS-UST CCPED Training Manual: Enhancing Competencies of Student Affairs and Services Practitioners in the Philippines” is a seven-module manual that will guide school practitioners in-charge of student welfare and development.

 

“Every module in the manual contains an abstract, course-intended learning outcome, discussion, learning tasks and enrichment tasks, and the opportunity for reflection and references. This training manual will be a good read for all newly appointed SAS practitioners and school human resource heads. It will give newly appointed SAS practitioners and even those who have been there for quite some time some insights on how to effectively lead the SAS office,” Prof. Evelyn A. Songco, PhD said as the lead author of the manual.

“These modules will help SAS practitioners become effective school managers and leaders. (It) will provide an initial guide on making evidence-based decision. On the other hand, it will be a great help to the human resource head in helping SAS practitioners develop their competencies,” Songco added. Joining Songco in writing the manual’s modules were Atty. Hilario Caraan, DBA and Drs. Leandro A. Loyola, Benito Teehankee, and Maria Paquita D. Bonnet of De La Salle University, Mr. Rene Salvador San Andres of Ateneo de Manila University, and UST Legal Management faculty member Atty. Antonio M. Chua. 

According to Agcaoili, the PAPSAS-UST Student Affairs and Services Continuing Development program trained 119 SAS practitioners from 2 HEIs all over the country and has produced one research paper.

Embodiment of the Catholic mission 

In his message, Vice-Rector Rev. fr. Isaias D. Tiongco, O.P., JCD said the two manuals, while distinct from each other, shared a singular purpose that embodied the mission of Catholic Universities.

“In the heart of every writer and author of these materials is the noble purpose of advancing and improving the condition and situation of the human person and communities in their respective and particular cultures. For, after all, is this not the mission and the objective, which Catholic Universities tries to attain?” fr. Tiongco said.

Markers of a successful journey
Agcaoili, who was also the project lead, said the two training manuals marked their successful RECPE grants journey that started in 2017 during the K-12 transition.

According to Agcaoili, this led to a frantic, simultaneous writing of three proposals in collaboration with three partners, namely, the Simbahayan Community Development Office, Philippine Association of Practitioners of Student Affairs and Services, and the Architecture faculty members of the Graduate School.

“Thanks to the tireless, enthusiastic and committed work of the training teams and the cohesive collaboration with CCPED, we were able to realize the grant expected outcomes of provision of capacity building opportunities for HEI personnel geared towards upscaling, specialization, and general promotion of professional advancement through non-degree certificate programs, and the application of knowledge and experiences gained through these activities to the improvement of curricula and programs of HEIs, plus the production of relevant research outputs.” Agcaoili said.

Assoc. Prof. Jocelyn F. Agcaoili, MSPT, MHPEd, Director of the UST Graduate School – Center for Continuing Professional Education and Development (CCPED), was a speaker in the Commission on Higher Education’s “Moving Forward the Philippine Higher Education, Meeting the Emerging Needs of Adult Learners” webinar held on May 17, 2021 in line with the celebration of the 1st National Higher Education Day.

In her sharing, Agcaoili presented the thrusts and programs of the CCPED, a center accredited by the Professional Regulation Commission as a provider of Continuing Professional Development programs. Not to be dragged down by the pandemic, Agcaoili disclosed the center’s fully online webinars and certificate courses for Academic Year 2021-2022, ranging from medication therapy management, student affairs and services capacity building, and interprofessionalism in healthcare, among others.

The CCPED Director likewise outlined the four-step process the team is undertaking to “design/redesign training programs to be at par with global standards and relevant to the needs of professionals,” namely the reflection, planning, action, and evaluation phases. She also discussed the plan of CCPED to offer Coursepacks that are short, fully asynchronous self-paced online learning modules, containing a series of courselets that can be taken independently, or as part of a series that shall make up a complete course in a Graduate School curriculum. Each Coursepack is designed for specific learning outcomes with aligned activities and assessments for the learner to complete and to possibly gain CPD units and if taken in full will be equivalent to Graduate School course credit units.

Agcaoili, a recipient of an international training grant from the Commission on Higher Education and the Canadian Bureau for International Education, underwent training in the Ontario Institute for Studies in Education. 

Prior to heading CCPED, Agcaoili was the Dean of the College of Rehabilitation Sciences. A respected physical therapy educator, she was recognized as the Most Outstanding Professional in Physical Therapy in 2009.

The Capacity Building Seminar-Workshop on Cultural Heritage Tourism and Heritage Education and Interpretation was conceptualized with the recognition of the role of culture, arts, history, and heritage in the tourism industry as the source of all memorable tourism experiences. As tourism becomes a global phenomenon and concern, a deeper appreciation of the rigors of cultural heritage tourism could direct a more responsive education and meaningful interpretation of people and places. Through a collaboration, the Ƶapp &Բ;–&Բ; (CCCPET) and Center for Continuing Professional Education and Development (CCPED) and Association of Tourism Officers in the Philippines (ATOP) assume this responsibility and advocacy to inculcate the creative role of tourism officers on the lives of every traveler and impress the critical role of tourism in the overall development of the country.

The six-day seminar-workshop with two modules such as Cultural Heritage Tourism and Heritage Education and Interpretation is a combination of lectures, workshops, and fieldwork.

The poll of speakers consists of Thomasian educators and practitioners from the field of cultural heritage, tourism, architecture, advertising, and communication.

Dr. Eric B. Zerrudo, Director of CCCPET, conceptualized the whole program and delivered a majority of the lectures on cultural heritage concepts, development framework, interpretation framework, tourism studies, and the Filipino brand of service. He was joined by Atty. Gezzez Giezi G. Granado (Dean of the ) in discussing tourism laws and legislations, and Jame Monren Mercado (Faculty Member of College of Tourism and Hospitality Management), who presented his researches on culinary and tourism development plan. UST Cultural Heritage Studies alumni presented different case studies such as festival loyalty by John Christopher Mesana; hospitality and management by April Joy Dopeño; culture in the planning framework and memory project by Kinna Mae G. Kwan; graphic arts in Philippine prints by Carla Gamalinda; and giant lantern documentation by Raphael Emmanuelle Kalaw. They were also joined by Michael Manalo, a Thomasian architect and professor who discussed conservation management planning, and Philippe Jose Hernandez discussed the role of communication in heritage.

Other speakers invited were Mickel Ollave, Community Organizer of Puerto Princesa Underground Subterranean River Natural Park, who shared their best practices of community organizing; Cecille Gelicame of De La Salle University Dasmariñas shared the role of curators in historical and heritage sites; and Mr. Reymart Cerin, a practitioner in the field of advertising also shared his experiences in branding and marketing of heritage sites.

The seminar-workshop was attended by 41 tourism officers from different provinces, cities and municipalities in the Philippines. It was held in Prime City Resort Hotel in Angeles City, Pampanga from February 4-9, 2020.

On January 6, 2020, presented a research paper entitled “Cultivating Community Engagement Vis-à-Vis Development and Organizing Practice of Partner Communities with Higher Educational Institutions (HEIs) in the Philippines: A Multiple Case Study” at the 18th Hawaii International Conference on Education (Hilton Hawaiian Village, Honolulu, Hawaii, USA).

Alipao’s paper focused on “laying down the baseline and evaluation of six selected HEIs in their community engagement with partner communities vis-s-vis development and organizing practice through the framework of Outer and Inner Outcomes (Nexus Community Partners, 2014) and Organizational Development Model (Alipao & UST-SIMBAHAYAN, 2012).” According to Alipao, “Outer Outcomes are tangible, visible, and communities are empowered, as seen in leadership, membership, social programs (health, environment, economy, education) and, social structure. Meanwhile, Inner Outcomes are the principles and processes of doing participatory community engagement like power, identity, relationships and, culture.” The paper made use of the Organizational Development Model, which highlighted the organizational plan, leadership, membership, policies, structures and, strategies (training/education, community organizing, project implementation, resource mobilization, networking, mobilization and finance/fund) of the partner communities/community organizations.

This research project is a component of Commission on Higher Education (CHED)-approved program entitled Ƶapp (UST) – (CCPED) Certificate Course on Community Engagement and Organizing that was conceptualized and implemented by the UST SIMBAHAYAN Community Development Office in collaboration with the UST Center for Continuing Professional Education and Development. The program provided the participants from different Higher Educational Institutions (HEIs) from all over the Philippines key opportunities and gained knowledge, understanding, skills and, values of/for community engagement vis-à-vis development and organizing that they applied in their respective educational institutions’ community extension and development program and partner communities.

The conference was attended by 1,300 participants from all over the world.

Five UST graduate students flew to the United Kingdom (UK) to commence their doctoral studies in Architecture/Built Environment.

Arch. Armel Andre Bonifacio, Arch. Brian James Chiu, Arch. Joey de Vera, Arch. John John Ong, and Arch. David Yu are the members of the pioneering batch of graduate students who will take up dual PhD in Built Environment/Architecture, a PhD by research program offered by the (USTGS) and the University of Reading in UK (UoR). Established in 1892, UoR is currently ranked in the top 200 universities worldwide (QS World University Rankings 2018).

This PhD by research is delivered via distance education. There are no taught courses enrolled; however, it follows a certain structure that will allow the students to cope with the demands of the programme. Training is provided to the students before the start and while enrolled in the programme. Students can complete the degree in three years strictly observing the following phases: (1) Independent Study (Standard or PhD by distance) and Supervision; (2) Required Training Sessions; (3) Assessment and Monitoring; (4) Learning Needs Analysis; (5) Annual Assessments; (6) Confirmation of Registration; (7) Additional Training and (8) Viva (Final Defense).

Prior to acceptance to the program, the first cohort hurdled a rigorous training-workshop on Reading and Critiquing facilitated by the UST Graduate School (USTGS-CCPED). They also attended a lecture-workshop conducted by a UoR professor, Prof. Lorraine Farelly, on November 11, 2017.

The pioneering batch arrived in London on September 21 and settled in the UoR Students Residence. Their week at UoR was pretty busy for they were inducted by the UoR International Relations Officer at Whiteknights Campus, met with the School of Built Environment Vice Dean and the School of Architecture Dean (London Road Campus and with the UoR Supervisors), inducted to the library, held consultative meetings with their supervisors, inducted to the Graduate School, and attended workshops for new graduate students.

The dual degree program is a Transnational Education (TNE) program jointly funded by the Commission on Higher Education and the British Council under the project Joint Development of Niche Programmes through Philippine-UK Linkages. Ten top higher education institutions in the Philippines have been selected as recipients of project support: Ateneo de Manila University, Bicol University, Central Luzon State University, De La Salle University, Miriam College, Saint Louis University, Silliman University, University of the Philippines, University of San Carlos, and Ƶapp.

When the pioneering batch completes the program, the Ƶapp will be dubbed as the hub for the very first doctoral program in Architecture in the Philippines.

The Ƶapp (UST) and Knowledge Channel Foundation Inc. (KCFI) signed a memorandum of understanding on October 18, 2018, agreeing to a partnership for KCFI’s Program for Inclusive and Innovative Master Educators (PRIME).

In the PRIME MOU, partner institutions agreed to provide quality and relevant professional development opportunities to in-service K to 3 teachers serving in challenging educational situations. KCFI pledged to take the lead in the planning, development, implementation, monitoring and evaluation of PRIME, while the universities vowed to actively participate and contribute to its development and execution.

In UST, the MOU was signed by KCFI President and Executive Director Elvira Lopez-Bautista and UST Rector . Witnesses for this signing were: UST (CCPED) Director Assoc. Prof. Jocelyn F. Agcaoili, MSPT, MHPEd, KCFI Director of Transmedia Mr. Edric Calma, KCFI Education Consultant and Philippine Normal University President Dr. Ester Ogena, KCFI Education Consultant and current UST Education Cluster Head Dr. Fe Hidalgo, and KCFI Teacher Education Program Officer Mr. John Carlo Fernando.

After the MOU signing, PRIME partners hope to launch its call for nominations for the initial group of in-service K to 3 teachers who will meet certain qualifications.

Aside from UST, four other universities, namely, the Ateneo de Manila University (AdMU), De La Salle University (DLSU), University of the Philippines (UP) and Philippine Normal University (PNU) joined the partnership. AdMU President Fr. Jose Ramon T. Villarin, S.J., DLSU President Br. Raymundo B. Suplido, FSC, PNU Office of the President Officer-in-Charge Ma. Antoinette C. Montealegre, and UP President Atty. Danilo L. Concepcion represented their institutions in the MoU signing that commenced in their respective universities.

The Knowledge Channel Foundation Inc. (KCFI) is a non-stock, non-profit organization established in 1999. Its mission is to be responsible stewards and co-creators of transformative learning experiences through media and technology in the service of the Filipino children.
