On November 25, 2024, officials from the Office of the Assistant to the Rector for UST in Santa Rosa (UStaR), led by Prof. Philipina A. Marcelo, PhD, met with officials from the Schools Division of Santa Rosa City under the Department of Education (DepEd) Region IV-A (CALABARZON) led by the Assistant Schools Division Superintendent, Dr. Elvira B. Catangay, in line with the general directive of the Rector of the University, Very Rev. Fr. Richard G. Ang, O.P., PhD. The meeting aimed to discuss plans for future academic programs at UStaR, explore the possibility of launching academic offerings at the campus earlier than originally planned, and how DepEd Santa Rosa and the 鱿鱼视频app (UST) can collaborate on mutually beneficial developmental programs.

Central to the discussions was data gathering strategies in Junior and Senior High Schools (JHS and SHS) across Santa Rosa to directly involve learners and their families in making UStaR鈥檚 future offerings correspond to their educational aspirations and future plans.

Also present in the meeting were Dr. Seigfred V. Prado, Executive Assistant at UStaR, and Mr. Adolfo C. Ibayan, Planning Officer III of the School Governance and Operations Division.  Catangay and Ibayan expressed their support on the strategic plans of the University for UStaR and welcomed opportunities to collaborate with UST, most importantly, in responding to the urgent demand for quality teachers in the region, recommending that UST consider offering undergraduate and graduate programs in Education.

Beyond academic program planning, DepEd officials shared areas where UST could play a vital role in enhancing teacher training, particularly in Senior High Schools in the City of Santa Rosa. Considering the established strengths of the University as evidenced by the international and local accreditation of its academic programs as well as performance in various educational activities that measure student outcomes, DepEd officials suggested areas for collaboration, which include Values Education, Special Education, Sports Science, Guidance Counseling, Music and Fine Arts, and Technical-Vocational Programs. They also proposed sharing of UST鈥檚 best practice in integrating Sustainable Development Goals (SDGs), technology, and community development into teaching methods.

Looking Ahead: Strengthening Partnerships

Following discussions of mutually beneficial opportunities in broad strokes, the officials agreed to identify specific opportunities in a follow-up meeting in January 2025 at the UST-Dr. Tony Tan Caktiong Innovation Center (UST-TTCIC) with an expanded group of officials from both sides. This meeting will explore immediate collaborative opportunities and lay the groundwork for long-term initiatives that address the City鈥檚 educational challenges and determine the wealth of bigger opportunities that can arise from such collaborations. Consistent with the University鈥檚 vision regarding its expansion plans, UStaR鈥檚 collaboration with DepEd Santa Rosa can help define the University鈥檚 role as a key player in the City鈥檚 educational landscape.

This engagement highlights UST鈥檚 commitment to aligning its future academic offerings with the needs of the Santa Rosa community, fostering meaningful partnerships, and delivering impactful educational programs that benefit both learners and educators with long-term benefits to the City and the CALBARZON Region.

Engr. John Paul 鈥淛P鈥 Pe, BS Civil Engineering Alumnus Class 1987 and former President of the 鱿鱼视频app Engineering Alumni Association, Inc. (USTEAAI), gave the first tranche of his gift to the University to fit-out the chapel at the UST-Dr. Tony Tan Caktiong Innovation Center (UST-TTCIC) in UST Santa Rosa on June 21, 2024.听 The gift was received by Prof. Philipina A. Marcelo, PhD, the Assistant to the Rector for UST Santa Rosa, on behalf of the UST Research & Endowment Foundation, Inc. (REFI).听

The 65-square-meter chapel with sacristy and vestibule is located at the ground floor of the UST-TTCIC. It can accommodate up to 50 persons at a time. It will cater not only to the occupants of the building and the campus but also to the communities around UST Santa Rosa. The project includes an altar wall of natural marble stone and travertine stone as well as customized set of pews, designed with the Thomasian stamp.

Engr. Pe (CE Class of 1987) is the owner of Archipelago Builders Corporation, a category AAA construction company.  He served as President of the USTEAAI in 2018-2019 and an active member of Couples for Christ with his wife.  He remained an active supporter of USTEAAI and of the Faculty of Engineering after his stint as President.  He is also the proud father of Engr. Paolo Pe (CE Class of 2015) who played with the UST Basketball Team for five years. 鈥淚 am grateful to the University for this opportunity to assist in its long-term plan.  The plan for UST-TTCIC is very good, and I am happy to be a part of it,鈥 Engr. JP Pe said.

The UST-TTCIC is a facility that provides the venue in transitioning the Research & Innovation outputs of UST researchers to commercialization.  It shall provide the venue in which the University makes available a range of expert and technical services to business owners among UST stakeholders with particular attention to the micro- small- and medium-scale enterprises (MSMEs).  As such, it will house the Center for Research Commercialization and Entrepreneurship, which will include the TOMASInno Center (TIC) – the Technology Business Incubator (TBI) of the University. 鈥淲ith the University鈥檚 vision for UST-TTCIC鈥檚 role in our long-term plans to take Research & Innovation to the next level, it is important for us that the first fit-out project in the building is one that involves giving thanks to God and reaching out to our new community in praise of God. We didn鈥檛 have to explain this in many words to Engr. Pe. He was immediately on board,鈥 Prof. Marcelo said.

A group of UST officials met with Engr. Pe at the UST-TTCIC for a walk-through and to explain the design of the chapel.  They were pleasantly surprised when Engr. Pe handed them his gift in the middle of the discussion.  The UST Santa Rosa Team was composed of Prof. Marcelo and Engr. Shikara P. Poblete-Jose, MSc (Project Management Assistant). They were joined by the project designer, Ar. Paulo Cabatit of the Facilities Management Office (FMO). 鈥淚 hope that more Thomasians, especially Thomasian engineers, could be given the opportunity to be a part of the development of UST Santa Rosa and the whole UST, particularly in showing their expertise as builders.  We are ready to help,鈥 Engr. Pe said.

聽The Assistant to the Rector for UST Santa Rosa, Prof. Philipina A. Marcelo, PhD, and Engr. Seigfred V. Prado, PhD, Executive Assistant, joined from June 6-7, 2024 the City Government of Santa Rosa, Laguna led by the Mayor, Hon. Arlene B. Arcillas, in the 鈥1st Voluntary Local Review (VLR) Consultation-Workshop鈥 in which the City endeavors to adopt the tool developed by the UN Economic and Social Commission for Asia and the Pacific (ESCAP) in measuring its achievements聽 and contributions to the United Nations (UN) Sustainable Development Goals (SDGs) as the City integrates the SDGs into its development thrusts.

In her Messages at the opening of the event, Mayor Arcillas emphasized the initiatives taken by the City from years ago in integrating the SDG global objectives in the City鈥檚 local programs, which now culminate to Santa Rosa becoming a pilot city in adopting the UN ESCAP Tool.听 鈥淚 wholeheartedly endorse this initiative, cognizant of the prestige and responsibility accompanying our role as a pilot city,鈥 she said.听 She mentioned how she issued Executive Order 13 Series of 2024, creating the Technical Working Group (TWG) that shall be responsible in crafting the City鈥檚 VLR.

A few days before the two-day Consultation-Workshop, Prof. Marcelo and other officials of the University met with the Vice-Mayor, Hon. Arnold B. Arcillas, and the CPDO Coordinator, EnP. Ermin V. Lucino, MPM, to align many aspects of the short- to long-term plan for UST Santa Rosa with those of the City of Santa Rosa.  Vice-Mayor Arcillas and EnP. Lucino recognized UST Santa Rosa as an important private Higher Education Institution (HEI) partner of the City, particularly in its initiatives to become a 鈥楽mart City鈥, the characteristics of which are consistent with the SDGs.  In his Message at the Consultation-Workshop showing how the City has been continuously pursuing opportunities to collaborate with its stakeholders to achieve the SDGs, EnP. Lucino shared that the City was planning to establish a Technology Business Incubator (TBI). However, 鈥渨ith the 鱿鱼视频app bringing their TBI at their Santa Rosa campus, we need not establish our own. We just have to partner with them,鈥 he said.  EnP. Lucino emphasized that this sharing of expertise and resources leading to inclusive economic prosperity is consistent with SDG #17 (Partnerships for the goals) and other SDGs interrelated with it.    

The City鈥檚 VLR TWG is being supported by the UN ESCAP Team led by Mr. Omar Siddique.  The TWG, through EnP. Lucino, recommended to ESCAP to team up with SDG experts from UST to assist in preparing the City鈥檚 VLR.  Prof. Marcelo received the recommendation favorably for UST to collaborate with UN ESCAP and the VLR TWG of Santa Rosa.  鈥淭he University鈥檚 decision to develop UST Santa Rosa as its Research, Innovation and Entrepreneurship external facility is precisely to be in a better position to serve in nation-building and in addressing global issues through collaboration and cooperation.  We welcome opportunities such as this.  UST will definitely take part in this landmark endeavor of the City of Santa Rosa every step of the way.  We are proud to be a part of this initiative,鈥 she said.

The activity was organized by the City Planning and Development Office (CPDO) of Santa Rosa as lead organizer with support from other offices of the Santa Rosa City government and various national government agencies such as the National Economic and Development Authority (NEDA) and the Philippine Statistics Authority (PSA).  It was attended by Santa Rosa LGUs, representatives from the industry, the education sector and other stakeholders of the City.

Professor Philipina A. Marcelo, PhD, a faculty member of the Department of Chemical Engineering, was named as the 2021 Outstanding Professional in Chemical Engineering by the Professional Regulation Commission, a letter from Commissioner Yolanda D. Reyes confirmed.

Marcelo, who is currently on leave as Dean of the Faculty of Engineering to pursue her Hubert Humphrey Fellowship in the United States, headed the Faculty of Engineering from 2012-2021, during which time she led the faculty to having all six degree programs locally and internationally certified by agencies like the Philippine Commission on Higher Education, Philippine Accrediting Association of Schools, Colleges, and Universities, the Philippine Technological Council, and the Accrediting Board for Engineering and Technology (ABET).

Marcelo likewise spearheaded the offering of international dual-degree programs in civil engineering with the Catholic University of America and metallurgical engineering with Curtin University.

In an e-mail message to the Engineering family and the Communications Bureau, she said 鈥淚 humbly share this with ALL OF YOU in the Faculty of Engineering. This would not have been possible without all of you.鈥

With the award, Marcelo joins the fellow Outstanding Professional of the Year Award recipients, such as Academician Maribel G. Nonato, PhD (2020, for Chemistry), Donald G. Manlapaz, PhD (2020, for Physical Therapy), Aleth Therese L. Dacanay, PhD (2018, for Pharmacy), Cheryl R. Peralta, DrPH (2010, for Physical Therapy), and Jacinta B. Cruz (2009, for Medical Technology).

Professor Philipina A. Marcelo, PhD, Dean of the Faculty of Engineering, is returning to the United States of America to study Innovation and Sustainability Management, as a Hubert H. Humphrey Fellow of the Philippine-American Educational Foundation (PAEF) or Fulbright Philippines. This was made known in an announcement made by PAEF Secretariat Executive Director Julio S. Amador III. Marcelo will be hosted by The Pennsylvania State University and will join 11 other 2021-2022 fellows in Penn State.

In an interview with the Communications Bureau, Marcelo is training her sights on the forthcoming UST Sta. Rosa campus, which is being eyed as the UST brand鈥檚 innovation hub. With the fellowship starting in August 2021, Marcelo also expects to benchmark best practices on innovation and sustainability management, in universities such as her alma mater, Cornell University. In December 2020, the University held the groundbreaking ceremonies for the UST-Tony Tan Caktiong Innovation Center in UST Sta. Rosa. The famed founder of Jollibee Foods Corporation is an alumnus of the University鈥檚 Chemical Engineering program and is an honoris causa recipient of UST.

With the award, Marcelo becomes a two-time Fulbrighter, having received the Fulbright-Philippine Agriculture Scholarship Grant from 2002-2007, which led to her earning the degree of Doctor of 鱿鱼视频app in Food Science and Technology from Cornell University. Since her return to UST in 2008, she has been a researcher of the Research Center for the Natural and Applied Sciences and a faculty member of the Department of Chemical Engineering. In 2012, she was appointed Dean of the Faculty of Engineering, which over the last nine years has taken the initiative to make the six engineering programs of UST both locally and internationally comparable.

Among the Faculty鈥檚 accolades over the past nine years are the Full Accreditation of all six programs by the Philippine Technological Council, the country鈥檚 provisional member of the Washington Accord; the 鱿鱼视频app University Network Quality Assurance Group certification for BSc Chemical Engineering and BSc Electronics Engineeirng; the Commission on Higher Education Center of Excellence (Chemical Engineering) and Center of Development (Civil, Electrical, Electronics, Industrial, and Mechanical Engineering); the Level III Re-Accreditation by the Philippine Accrediting Association of Schools, Colleges, and Universities (PAASCU) and the Accreditation Board of Engineering and Technology (ABET) recognitions for all six programs.

The Faculty also pioneered the granting of international double degrees, with the Bachelor of Science in Civil Engineering degree jointly awarded by UST and the Catholic University of America, and the Master of Science in Chemical Engineering major in Metallurgical Engineering awarded by UST and Curtin University鈥檚 Western Australian School of Mines.

The Hubert H. Humphrey Fellowship aims to expose fellows to global leaders, fellow academics, policy-makers, and people from different countries as they share approaches to common issues and problems in the different regions. The fellowship, which also allows international fellows to learn about U.S. culture and society, is sponsored by the United States Department of State and caters to young and mid-career professionals. The fellowship, which lasts for ten months to a year, includes the Humphrey Seminar, Academic Enrichment, Professional Development, and the Washington Global Leadership Forum.

The recently inked an agreement with FASTTRACK Solutions, Inc., SAP Platinum Partner, and FIT Academy, in offering laboratory courses using SAP Business One, an Enterprise Resource Planning solution used worldwide.

An orientation was held for third-year students on February 20, 2021.

According to Assoc. Prof. Joehanna K. Ngo, Chair of the IE Program, and, Engr. Gabriel Bucu, Laboratory Supervisor, SAP Coordinator, IE Lead Trainer for the program, this tie-up will enrich the current academic course offerings and expose students to more job opportunities after graduate – ready for Industry 4.0. Dean said that the months-long effort to ink the agreement is a realization of the Faculty鈥檚 desire 鈥渢o give our students the best training, pandemic notwithstanding.鈥

The courses included in the integration are: Operating Productive Systems Laboratory, and Information Systems Laboratory.

Students who will be finishing the courses shall be receiving a Certificate of Completion.

As the official nominee of the 鱿鱼视频app, , Dean of the , was voted anew into the Board of Directors (2020-2022) of the Philippine Association of Engineering Schools, Inc. (PAES) during its 2020 General Membership Meeting (GMM) held virtually on December 4, 2020. The 鱿鱼视频app shared the top spot with Mapua University, garnering the most number of votes from the official representatives of member schools in attendance.听The GMM was held in conjunction with the 2020 International Conference on Engineering Education 鈥 Philippines (ICEE-Phil 2020), which was held fully online for the first time this year.

Dean Marcelo has been serving in the PAES BOD since her first Term as Dean of the Faculty of Engineering in November 2012 and served as PAES President from October 2016 to October 2018.听鈥淲e are very happy to receive this vote of confidence for UST from our peers at PAES. We shall continue to work hard in the Faculty of Engineering to sustain this trust, and to show respect for this endorsement of leadership in Engineering Education in the country.听 And, as always, we shall include PAES in all our plans in the Faculty for the inclusive and continuous improvement of Engineering Education in the Philippines,” Dean Marcelo said.

On its first meeting, the PAES BOD elected officers, in which Dean Marcelo accepted the role of the BOD鈥檚 P.R.O.听The Dean of the College of Engineering of Adamson University, Dean Evelyn Q. Raguindin, 鱿鱼视频app Engr., will lead the BOD as PAES President in the next two years. The current PAES BOD is composed of the official representatives of Adamson University, Central Philippine University, De La Salle University, FEU Institute of Technology, Holy Angel University, Mapua University, National University, St. Louis University, Technological Institute of the Philippines, Technological University of the Philippines, University of Mindanao, University of the Philippines 鈥 Los Ba帽os, and the 鱿鱼视频app.

Marcelo, a chemical engineer by profession, has been at the helm of the country’s oldest existing engineering school for eight years now. During her tenure, she led the relentless effort to upgrade the Faculty’s offerings to international comparability, as attested to by accreditations and certifications from the Accreditation Board for Engineering and Technology (ABET) and 鱿鱼视频app University Network Quality Assurance Group. The Faculty’s programs also now enjoy full accreditation status by the local Philippine Technological Council and the Level III accredited status by the Philippine Accrediting Association of Schools, Colleges, and Universities.

Also during her tenure, Marcelo intensified the Faculty’s internationalization efforts and led the University’s first interantional dual-degree program offering, the Master of Science in Chemical Engineering, major in Metallurgical Engineering with Curtin University – Western Australia School of Mines. This program was followed by the offering of the joint Bachelor of Science in Civil Engineering degree between UST and the Catholic University of America.

Developed by technical professionals from ABET鈥檚 member societies, ABET criteria focus on what students experience and learn. ABET accreditation reviews look at program curricula, faculty, facilities, and institutional support and are conducted by teams of highly skilled professionals from industry, academia, and government, with expertise in the ABET disciplines.

ABET is a nonprofit, non-governmental organization with ISO 9001:2015 certification. It currently accredits 4,144 programs at 812 colleges and universities in 32 countries.

The , established in 1907, is the oldest engineering school in the country. Its program offerings and their year of establishment are: (1907), (1934), (1940), (1946), (1963), and (1977).

The Commission on Higher Education has recognized all six Engineering programs. Chemical Engineering is a Center of Excellence, while Civil, Mechanical, Electrical, Electronics and Industrial Engineering are Centers of Development. Both Chemical Engineering and Electronics Engineering are certified by the AUN-QA while all six programs are accredited by the Accreditation and Certification Board for Engineering and Technology of the Philippine Technological Council (ACBET-PTC) and the Philippine Accrediting Association of Schools, Colleges and Universities (PAASCU).

On March 2, 2020, the 鱿鱼视频app and Huawei Technologies Phils., Inc. formalized its partnership with the signing of the Memorandum of Agreement that will make UST a beneficiary of the Huawei Authorized Information Network Academy (HAINA), a program that authorizes universities and colleges to deliver Huawei certification courses.

According to the agreement, Huawei will donate select HAINA certification programs, equipment, and materials and provide free training to UST, which will in turn be appointed as a HAINA Certified Academy that will provide training and certification.

The donation covers the equipment for the HCIA storage module, training of the trainers from UST by Huawei consultants, as well as 100 certification / testing vouchers. Within UST, there will be a classroom dedicated as a Huawei laboratory for the said trainings.

Three faculty members of the won the Best Paper Award for their study on the mathematics proficiency of the first cohort of Engineering students who were graduates of the newly implemented K-12 curriculum. In particular, the study by Engr. La Verne Ramir D.T. Certeza, Assoc. Prof. Bernadette M. Duran, and Engineering Dean , looked into the proficiency of students in calculus. The award was given during the 2019 International Conference on Engineering Education held on October 21, 2019.

The first cohort of the K-12 curriculum was compared with three cohorts who took the pre-K-12 curriculum and the old engineering curriculum. Using data coming from assessments and pre-diagnostic examinations, the study found that the preparation of K-12 freshmen was lacking compared with students of the old curriculum, revealing a gap between the expected math proficiency of K-12 freshmen and their actual preparation under the K-12 Science, Technology, Engineering, and Mathematics (STEM) curriculum.
